Reporting Officer's narrative

REPORTING OFFICER'S NARRATIVE(Brief narrative of the facts surrounding the offense and the arrest.)

At 10:40 p.m. on December 16, 2019, Dispatch received a 911 call reporting a hit and run incident at 107 Pearidge Road in the Kudzu Kove Development.

The caller identified herself as Bonnie Duncan (Person 1), a neighbor across the road from the incident.

YCSD Unit 209 (Officer P. Winston) was dispatched and arrived at the scene at 10:48 p.m.

Environmental conditions at the scene upon arrival are as follows: Weather: Light rain; Exterior Temperature: 44°F/ 7°C; Relative Humidity: 89%.

Upon arrival, R/O observed a wooden mailbox post splintered approximately 20 inches from the base and leaning into the roadway at an approximate angle of 70° from the road. A black metal mailbox labeled "107 Pearidge Rd." was lying on its side on the lawn.

R/O proceeded to the complainant’s address at 110 Pearidge Road, where he was met by an adult female who identified herself as Bonnie Duncan, the 911 caller.

Duncan told R/O that she saw a person in a Santa costume run out of the residence at 107 Pearidge Road and jump into a black Chevrolet Tahoe SUV that was parked in the driveway of that residence. Duncan said the person then backed out of the driveway in a hurry and hit the mailbox. Duncan said the person did not stop, rather kept going out of the driveway, then turned the vehicle and sped away.

When asked what time this occurred, Duncan said she was not sure but that she called 911 right away.

When asked to describe the subject in the Santa suit, Duncan said she thought it was a man but could not be sure. She further described the subject as approximately six feet tall with a thin build. She said she could not see the person's features because of the Santa beard and wig the subject was wearing.

After speaking with Duncan, R/O walked across the street and knocked on the door of the residence at 107 Pearidge Road. Receiving no answer to repeated attempts to summon any occupants of the residence, R/O walked to the front of the residence and looked in a window. R/O observed an unresponsive person lying on the floor of the room just inside the window.

R/O notified Dispatch and requested backup. YCSD Unit 222 (Officer Scott Vittel) was dispatched and arrived at the scene at 11:01 p.m.

R/O and Officer Vittel forced entry into the residence through the front door. After clearing the residence and finding no other persons inside, R/O and Officer Vittel checked the well-being of the unresponsive person in the front room.

The adult female’s eyes were open and unblinking, and there was a dark red liquid stain visible on the upper left torso of her shirt. The female did not respond to verbal commands and did not appear to be breathing. R/O contacted Dispatch at 11:12 p.m. to request medical assistance.

R/O further advised Dispatch that homicide investigators should be notified as a precaution. (Ref. Incident # 006114-16L-2019)

YCFD EMTs R. Peterson and J. Bilkey arrived at approximately 11:20 pm and after confirming the victim deceased, withdrew from the crime scene.

YCSD Detectives T. Armstrong and S. Murphy arrived at the scene at 11:36 p.m. and took command of the scene.

Evidence related to this incident was collected and inventoried as part of Incident # 006114-16L-2019.
