To early to make assumptions off of a report. After family has been notified getting background on victim is priority. In the meantime while waiting for CSU the best thing to do is interview those that were at the scene of the crime ie. 911...

From everything so far, it looks as if it is a mission kill. However, I do not know if he watched her from afar, felt she was a Jezebel and needed to rid the earth of her or if she spurned him in some way and then thought her to be a jezebel.

I suggest starting to interview all close female friends who are in relationships. Considering the mutliple wounds found on our vic we can assume that this was done be somebody who had a reason to kill the vic. The most common reason is jealousy...

This has personal written all over it, from the multiple stab wounds to the writing in blood to the location, this was done by somebody that new the vic. There should be surveilance inside the building where the muder took place, if not there is...

There should be surveilance inside the building where the muder took place, if not there is more than likely surveilance nearby. perhaps across the street which would provide vehicle type, and or persons. If for some strange reason no surveilance is available, I would suggest starting with girls who knew the vic. sense it occured inside a womens restroom we can only assume that the offender is female at this time, in which the offender was able to enter the restroom of the vic without being detected. Also, have persons run prints through local print data base for suspects, with luck a print will match a person who knew the vic.
