January 31, 2014

Interview conducted at station:

Tania Hotchkiss — Requested an interview with Hotchkiss to find out more about her behavior at the Maxwell memorial. Hotchkiss indicated she hadn't heard from Ryan Rand for over two weeks and was concerned for his safety.

Interview conducted by telephone:

Robert and Louise Rand, Ryan Rand's parents — The Rands said they had not seen their son for a few weeks but indicated that was not unusual, and they had not been concerned until our inquiry. Agreed to notify YCSD if they see or hear from him.

Phone records:

Obtained residence and/or cellular phone records for the period December 13, 2013, through January 31, 2014, for Maggie Jenkins, Austin Maxwell, Robin Maxwell, Todd Maxwell, Ryan Rand, and Ronald Sill. No answered calls or text messages from any of the parties to Cameron Maxwell's or Caitlin Maxwell's cellular phone after January 2, 2014. Multiple unanswered calls and text messages from Tania Hotchkiss to Ryan Rand beginning January 14, 2014. No calls or text messages between Ronald Sill and any of the other parties. Multiple calls between the Maxwell residence and Maggie Jenkins January 4-15, 2014. No calls to any of the parties from a payphone.

 

February 1, 2014

Interviews conducted at interviewee location:

Buford and Clara Howard, Ryan Rand's neighbors — Had positive things to say about Rand, but didn't seem to know much about him. Said they didn't recall seeing him recently. Asked about unusual activity, Mrs. Howard said she heard a car around 4:00 a.m. one day in early January, but Mr. Howard was skeptical that she heard anything.

Natalie Waring, Ryan Rand's neighbor — Had positive things to say about Rand, but didn't seem to know much about him. Said she didn't recall seeing him recently. Asked about unusual activity, Waring said she heard Rand drive away quickly one night around New Year's.

Investigative action:

Well-being check at Ryan Rand's residence — Following up on concerns for Rand's safety and multiple reports he had not been seen for some time, conducted a well-being search of his residence. Did not find Rand in the location and it was difficult to tell whether there was any sign of disturbance given the general disarray in the residence. Noted what appeared to be the butt of a shotgun sticking out from under the bed and withdrew to obtain a search warrant to conduct a more thorough search. Shotgun and shells taken into evidence along with other items. Rand's Honda was present in the parking lot, but his BMW was not found. CSU actively processing the scene, indicated by phone this date that some blood evidence has been found and is being collected for analysis. Relevance to this investigation unknown at this time.

 

February 3, 2014

Voice stress analysis findings received:

The Maxwell family and Ronny Sill readily provided samples. Maggie Jenkins declined, saying she wanted to talk to her parents first. Ryan Rand could not be located to request a sample. Samples from other parties will be requested as appropriate to the investigation. Preliminary assessment of current samples indicates no potential match between the anonymous call leading to the location of the bodies. Additional analyses pending acquisition of additional samples.
