REPORTING OFFICER'S NARRATIVE (Brief narrative of the facts surrounding the offense and
the arrest.)
At 6:36 AM, August 23, 2009, Dispatch received a 911 call
regarding a package containing two human feet and unknow body
parts, found at Lamar Park in Oxford. The caller identified himself as Beau Dixon.
Yoknapatawpha
County Sheriff's Unit 203 (Officer M. Arborogh ) was dispatched and
arrived at the scene at 6:41 AM, and was met by witness Beau Dixon and
his German Shepherd, Monty, near the pathway bridge inside the south
park boundary, northwest of Country Club Road and Old Miss
Road.. Mr.
Dixon related that his dog had retrieved a package from an unknown
location and brought it to him. Upon examining the package, Mr.
Dixon
caught a glimpse of a human foot. According to Mr. Dixon, he
immediately stopped and called 911.
Mr.
Dixon directed Responding Officer (R/O) to a package on a park bench a
short distance away. R/O Arborogh observed the package, and
confirmed
the presence of what appeared to be two human feet.
R/O notified Dispatch and requested CI assistance. Reporting Investigators (R/Is) Detectives T. Armstrong and S. Murphy
were assigned and proceeded directly to the scene. At R/Is' request,
Coroner’s Inspector L. Johnson and a CSU team were notified to respond
to the scene. R/Is arrived at the scene at 7:03 a.m. Upon
arrival,
R/Is found that R/O had secured the area. Environmental conditions at
the scene upon arrival are as follows: Weather: Exterior crime scene location; Ambient Temperature:
approximately 58°F/14.4°C; Relative Humidity: approximately 83%.
R/O Arborogh made the following verbal report, which is
stated in summary and not verbatim: On arrival at the scene, R/O was approached by witness Beau Dixon, and they proceeded
together to the area of a nearby park bench.
Dixon
advised that he brings his dog, Monty, to Lamar Park most Sunday
mornings. He enjoys watching the sunrise, and Monty can get some
exercise. This morning they arrived at approximately 6:10
AM and Mr.
Dixon took Monty off his leash and sat down on a park bench to watch
the sunrise, while Monty ran off exploring, as usual. Just as the
sun
was rising at approximately 6:25 AM, Monty brought a package to Beau
Dixon & dropped it at his feet. Mr. Dixon did not see
where the
dog had found the package, and looked around, but saw no other people
in the area. Mr. Dixon then examined the package, tearing a piece
of
the paper wrapping back to see what was in it. At that time
he saw a
human foot inside a plastic bag, and immediately called 911
No
other people were observed in the park area at the time of R/O
Arborogh's arrival, although a white van and a blue SUV were observed
in the southwest parking lot near the lake. The white van was
later
determined to belong to Beau Dixon. The blue SUV was gone by the
time
R/I's arrived. No model or year information was noted
R/O
Arborogh further stated that, to the best of his knowledge, the
following personnel had occasion to enter the crime scene area and must
be excluded by CSU personnel: witnesses Beau Dixon, and himself.
Beau
Dixon had handled the package, however R/O had not.
After receiving the report from R/O Arborogh, R/Is conducted
a preliminary inspection of the scene. R/Is observed a package on a park bench facing east. The package
was
observed to be irregularly shaped, was wet, and appeared to consist of
white butcher paper tied with twine, measuring approximately two (2)
feet, each by one (1) foot by six (6) inches. The paper had
been partially
torn open, revealing a blue tinted clear plastic bag within. The
end
of what appeared to be two human feet with five (5) toes each was
visible.
The
park bench is inside the park, north of Country Club Road, and
approximately 500 feet northwest of its intersection with Old
Miss
Road. A picnic area is behind and northwest of the bench, and a
pathway bridge is approximately 40 feet southeast of the bench.
The
bridge crosses a small stream-bed. A small lake is near the
western
edge of the park, approximately 600 feet west of the picnic area behind
the bench. The bench overlooks the stream-bed and a large open
area to

CSU
arrived at the scene at approximately 7:20 AM, and Coroner’s Inspector
L. Johnson arrived 2 minutes later. R/Is instructed CSU to
collect the
package and pack it in ice for submission to the Yoknapatawpha County Coroner's Office in accordance with instructions from Coroner’s
Inspector L. Johnson. They were additionally instructed to
process the
entire scene according to standard procedure.
Inspector
Johnson examined the package, carefully opening it further, revealing a
Ziploc brand large size 'Big Bags' (15”x15”), containing two human
feet, left and right, from a Caucasian male, along with unidentified
bloody tissue. Inspector Johnson stated that the wounds appeared
to
have been made by a sharp instrument, however was not prepared to make
any conclusive statements until the items in the bag could be removed
in the laboratory and properly examined.
A
preliminary search of the area including along the stream-bed and lake
shore revealed no additional evidence. Although the package was
wet
and may have been submersed in water, no traceable water trail was
found. CSU will conduct a more intensive search of the room and
report their findings. Witness Beau
Dixon will be interviewed and reported separately.
R/Is
left the scene at 10:05 AM. Before leaving, R/I Murphy instructed CSU
to complete the scene prior to leaving that day. CSU to notify
R/Is of
progress by the end of this date. As of this filing, CSU is still
actively processing at the scene. The listed items represent items
collected at this time.
Evidence remanded into the custody of Forensics Officer T. R. Douglas
for transport to the Yoknapatawpha County.
Coroner's Office for analysis. Any additional evidence
found to be
submitted directly to the MCL. CSU is expected to submit an
inventory
of items taken into evidence within fourteen days of this report, with
detailed report(s) of their findings to follow at a later date. |
